Excellent question. Yes, the traditional definition is the ability to read and write.
But lately, educational researchers have been suggesting that there are a variety of literacies: functional literacy is merely being able to translate symbols into meaning.
There are also literacies such as cultural literacy, which means being familiar with a culture -- its values, beliefs and norms. Behavior that is acceptable in one culture may not be acceptable in another. Behavior that is expected in one culture may be considered rude in another.
So, literacy can operate at a variety of levels. Its best definition is probably being able to interepret symbolic references and impart understanding to them. Understanding is the key idea -- comprehension of words is not sufficient.

The traditional definition of literacy is considered to be the ability to read and write, or the ability to use language–to read, write, listen, and speak. In modern contexts, the word refers to reading and writing at a level adequate for communication, or at a level that enables one to successfully comprehend and communicate in print society, thus literacy plays a role in providing access to power.

Actually literacy means the ability to read and write any language but it is not the correct way to think because most of the people will be able to read and write in their regional languages.So it cant be defined properly.
