In his right hand he held seven stars, and out of his mouth came a sharp double-edged sword. His face was like the sun shining in all its brilliance.
The Bible Revelation 2:12
[ To the Church in Pergamum ] "To the angel of the church in Pergamum write:These are the words of him who has the sharp, double-edged sword.
These are the three times it is mentioned.

I've never heard of such a verse. Sounds pretty gruesome...I found some references regarding swords and blood, but I don't think they are what you are looking for:
Isaiah 34:6 describes God's "sword" as being bathed in the blood of sacrifices.
Deuteronomy 32:42 describes God's vengance against his enemies.
There are others, but the only reference I could find about two swords is in Luke 22:38 in the upper room after the Last Supper. The disciples interpreted Christ's words regarding conflict as a call to arms.

Ask the man who used the phrase. "dripping" is not in the KJV. The only two swords I find is when Peter came up with two before the betrayal. Re. 19:13 talks of His vesture (clothes) dipped in blood. Rev 1 and 2 mention a 2 edged sword.

this appears in the sanhedrin texts. perhaps that is what you were thinking of. Not the bible.
