How do have Windows 98 installed on a unformatted hard drive? gets me..

Choose a Linux distribution. If you haven't you can use http://www.zegeniestudios.net/ldc/ . It should help.

I assume that you want to keep Windows and use the 17GB for Linux. So, boot from the Linux installation CD and follow the instructions. At some point you will be asked where to install the system. Choose custom partitioning or install the system on the free space.

Choose the Windows partitions and set a mount point for them - /mnt/windows

I recommend to make a few partitions for Linux as follows. You could set up the partitions with PartitionMagic on Windows or similar. You shouldn't format them though, just brake them up and delete them if the program format them. Then on the installation just set the mount points:

/ - 6GB (this is the root partition)
/home – 10BG
/boot – 70 -90Mb
/swap - 1GB
