when my cat wags his tail, does it mean he's happy?(like a dog?)

Hi Adriene...when a cat wags their tail it could mean several things depending how slow, fast or intense the wagging is such as contentment, anger or apprehension.

If his ears are normal and his eye pupils are large that means he's happy, but when his ears are flattened and his eye pupils are small/thin then he's being playful or ready to attack. However if your cat is pure breed Egyptian Mau, they are showing happiness by tail wagging most of the time.

When I sings(yes, he likes it!) or talk to to my cat, he wags his tail slowly. When it is fast, they are pissed about something

if tail goes back and forth and his/her ears are back ...then your cat is angry and does not want bothered
but if the cat is playing/loving on you it's fine

If I'm scratching my tom,s belly and I stop his tail starts to twitch until I start to scratch it again , I think he get upset if I'm not scratching him .

My kitty does this too. Especially when I pet her and she is purring, I think she is happy, at least I hope so!

when my cat starts swooshing her tail it means "back off you've annoyed me and i'm gonna getcha when you least expect it"
it's usually followed by an evil glare.

it means that, like all other cats, he is trying to figure out the best way to devour your soul... either that or attack that invisible bug on your forehead.
