If you are talking about starting as a beginner then the answer is ABSOLUTELY NOT!

If you are an advanced student and are talking about learning a new form, then it MAY be POSSIBLE; but only if there are visual STEP BY STEP demonstrations and an EXTENSIVE explanation of what is being done, how it is being done and (in some cases) why it is being done that way.

i.e.; The site needs to anticipate and answer every possible question that might come up during the process.

In order to use this learning technique you must be well versed in the mechanics, methods, principles and philosophy of the specific discipline being demonstrated.

It could help you but you wouldn't be able to do it. You need a partner to help practice with and someone to gauge your form and how you are progressing. If you do it wrong, that person would be able to show you how.

A lot of times, unqualified people try to teach martial arts and they end up teaching it in a way that's either bad for your body or totally ineffective in a real situation.

Lessons are fairly inexpensive in a lot of places. It's also something you would prefer to have learned right when you actually need it.

It's going to be pretty much impossible to learn a martial art via distance learning of any form. You need feedback from a good teacher and a sparing partner would help.

However, whilst you are looking for a good teacher / group then you can do excerises to aid suppleness and strength down your local gym.

Books and videos arn't enought on their own but can provide motivation and help you understand what you've learnt.

You can learn a little bit from the internet but its no where near a replacement to actual lessons. They are more of an add-on.
You can learn concepts and certain techniques online but you have to practice them in the real life and in order to actually master the techniques it will take much more time. I learned the one inch punch online. I'm not at full power with it but im getting there. However if you just look online to learn without lessons you are wasting your time

No, unfortunately There is NO SUBSTITUTE for a TRAINED, CERTIFIED instructor.

websites, books and videos are only good for REFERENCE to those who're already studying a Martial Art in a formal class setting.

websites, books and videos can't show you the proper way a stance should be performed, nor can they show you how a ready hand should be placed (or even tell you what a ready hand is for that matter and what it's for) Only a trained certified instructor in the particular Martial Art you want to study will be able to show you how to perform the techniques properly.

No, you need an instructor. No way around it. Make the commitment like most us have done. There isn't an easy way to truly learn any martial art, regardless of the style.

You can definitely learn techniques from the internet, you just won't know how to use them. In order to learn how to fight, you must fight (or at least spar realistically). Furthermore, there's no such thing as a 'one size fits all' technique. You may have to adjust depending on if the guy is taller, or bigger. I would advise against it.

no you can't.

you might be able to "mimick" the forms and movements. but you will inevitably miss the important "extras" that actually make the difference between what works and what sucks.

That is the purpose of a teacher.

You also will need someone to correct you and give you personalized advice on how to apply techniques and fighting advice.

No you won't learn martial arts in the correct fashion that a school would bring.
