1. They have nukes just like you do.
2. It would be turned into a religious issue and start civil strike within India's borders with muslims siding with Pakistan.
3. Their army is very comparable to India's and there would not be a decisive win, it would be a drawn out battle.

It is not so much the government of Pakistan or its people in general that are the problem, it is the radical religious extremists and tribal groups that are supporting terrorists that need to be dealt with. General Musharraf is in a delicate position in that an open rebellion of these folks would put his position in serious jeaopardy, and risk a wider regional war or control of Pakistan's nuclear weapons by these lunatics. He has to try to maintain a balance and fight or control those elements within his country by other means. If we were to attack Pakistan directly, they would have little choice but to respond with nuclear weapons, maybe against India or Israel, and millions of people would die in the ensuing conflict. That is not the most productive way to handle the issue. I am sure there is a lot of covert intelligence action aimed at operating in Pakistan to address the issue. We can't handle every conflicy by starting a war, even if violence is the answer in some sense to the issue.

The last countries we declared war against were Japan, Germany and Italy.
That was in 1941.
Pakistan's president has been an ally in the war against terror. There are elements in Pakistan that are definitely opposed to us, but they present as much of a problem to Pakistan's government as they do to us.
Besides, Congress declares war. Do you honestly envision Congress declaring war on Pakistan at this or any other time?

Both countries have made big strides towards peaceful co-existence.
So the idea of declaring war is completely out of question, what the two countries have now is the realisation that peace is the only answer.
They(the countries) were at war but they have cease fire and as I pointed out they are on path to neighbourly, understanding so tone down your useless demand and hope, wish and prey for good understanding and good relationship in the future.
All wars were negotiated in the past to a peaceful end by treaties and negotiations only, I wish we as human do not engage in any war and work very hard and achieve peace on earth, by resolving all current war and armed conflict between various faction of human race, and prosper in peace time by devoting and diverting resources to to social economic project, rather then engage in destructive practises.
I wish my wish is granted and we will enjoy a prosperous world in peaceful co-existence.
I wish all of you wish for peace and act in a way to achieve an ever lasting peace on earth, so that our children and their grand children will never have to die, because of the vim of people in power.
No wars from now on, negotiate the differences, give some take some but do not resort to violence.
War is not the answer , peace and negotiation is the only good course and an answer.
