This depends on where you live and what kind of dog you kill. Animals are property. If you killed a stray, you probably will not be punished unless you do it in some kind of ugly, public way that causes some softheart like me to call the police. Then you would be subject to what ever animal cruelty laws are in place in your city/county/state. These laws usually treat a first offense animal cruelty like spitting in the street. You should check on the web for this. Some enlightened places are toughing up their laws.
If you kill an "owned" dog or cat or parrot, now you have committed some subspecies of theft and probably trespassing (to get at the pet). You may have the defense that the dog was attacking you. Pretty hard to get away with with a kitty or a bird or for that matter, a toy poodle.
This might be taken care of in the civil law system, that is the owner of the pet sues you for the loss of his animal.
In most places, the law sees animals as property not as companions or family members. You could get hit for damages if you kill a pet that is worth a lot of money like a seeing-eye dog, or a fancy show cat. An ordinary mutt or moggie, which has no monetary value, will get its owner change for a nickle. The law in most places in America does not provide for compensation for loss of animal companionship.

It varies from place to place, usually in line with the general mentality of the population. So, if you kill a dog in a small southern redneck town, then the legal stance would probably be "eh, it's just a dog". That's it... not even a fine. If you kill a dog in San Francisco, where dogs have legally been declared members of the family, then you can be arrested, fined, and sued by the family in a civil court for damages (not just property damages, like most places... but akin what you can sue for if someone killed your child).
So, it really varies.
Unfortunately, there aren't really any places where killing a dog holds the same penalties as killing a human. Ideally, people who kill animals should be sentenced to prison time... but that doesn't happen except in rare cases, and usually it's because they endangered/hurt a person, too.

There are reasons why you can kill a dog, and there are also reasons why you can't. So any general statement is in reality false.
There is no national law covering animal cruelty.
There are both state and local laws however, and the statutes covering your next door neighbor can possibly be different than the ones covering you.

If they got caught, they could be fined alot of money, if something happens and it was drastic they even go to jail for a couple of days, look up animal rights and laws on google they will have a lot of information

I believe it depends on the state you live in. I would check with your local Sheriff and even your local Humane Society as well. Maybe even contact the local Mayor, or State Police, heck, even going to the courthouse and checking old files and talking to people that work there.

Depending on the circumstances. most likely a fine and community service ( especially for minors). If it's a torture killing it would most likely be a 6 month jail sentence and fines. Also, monitary restitution to the pet's owner if applicable.

the maximum sentance is going to vary a lot from state to state and country to country. and a case by case basis almost.
for instance, if you go away on holiday and leave you pet in the care of someone to come and visit it, they don't and the dog dies of starvation, that's going to carry a different sentence than a yob who willingly sets fire to a dog and videos it and then puts it on youtube.
