When working with candy, it's advisable to follow the recipe exactly, if you don't, you are courting disaster! LOL, I've tried three times to make penuche, and it will not set up, no matter what I do. It takes good, but is the consistency of margarine.
Most common mistake is probably not cooking the candy enough. I checked my candy thermometer against the put a drop of candy in cold water test method to make sure it was right.
If you don't have a thermometer, get one. they are not that expensive, and they are easier to use than the drop test.
The other mistake is not following directions, for instance, if you are supposed to let the candy cool to a certain temp without touching it, then beat it, and you start beating to soon, it won't set up. Or if you are supposed to be scraping the sugar crystals off the side of the pan, and don't, instant failure.
Another is it is too humid a day, or you have too much liquid in the candy. It really does make a difference, the humidity. I always thought Gramma made candy in the winter because it was too hot to do so in the summer. No, also, it's too humid in the summer in this area of the country. And divinity is especially sensitive to heat and humidity.

Yes, it has not been boiled enough or perhaps not at the right temperature. Do the ball test if you don't have a candy thermo. Boil the toffee up and then drip a ball of it off the spoon into cold water in a shallow dish-like a saucer. Then feel the ball or eat it and see if it is right consistency. If it is real soft it has not been boiled enough.
What you get in the saucer is the consistency the toffee will be from the pan.

You didn't bring it up to temp. Did u use a candy thermometer? It is worth the investment.
