He may mean exactly what he said. It depends on the circumstance surrounding when he said it. Like, what did you say just prior to that, and what were you both doing at the time, what was the atmosphere like... etc.

ok..first how old are you??... second....he has fallen for you which is great and he knows that you like him... if you don't love him just yet it is ok.. but you should give him a chance... :)
