i have just purchased a premises in co armagh northern ireland which i am renovating into a restaurant and function venue, the premises was previously a night club, how do i go about get a license to sell alcohol

Ask in your own neighbourhood with people who are doing similar business.

Contact your local council and get in touch with the licencing board, if you are renovating, it may still be under a current licence, and as you are retaining the function part, you may not have to get a new licence but just transfer ownership of such.
More importantly is to inform them of your intention to sell food and what you have to do with the licence to become a purveyor (old technical word for want something to eat) of foodstuffs.
Involving the council as much as possible will only serve to help your case when you go to the courts to gain your on-licence.

i think the application has to be submitted to the courts. iv seen them in our local paper
