Because he is a modest man UNLESS he is doing something behind your back. I wont take that avenue of approach because I don't know him. He is probably just modest and realize how much you think of him and he does not know how to express those same feelings back to you. Maybe you are the best girl he ever had and don't think he deserves you.

Maybe he feels like you're always doing things for him and he's not doing anything for you. If you really like him, try to get him to do things for you (without him knowing that you set it up) to help him build confidence in this relationship. In order for it to grow better, he needs to feel like a contributing member. There must be some things that he can do for you (build something, buy something special for you...). If he keeps on doing this after you have tried to do this (MANY MANY MANY MANY times- a couple of months worth, you have to give him a chance...) then maybe he should address his self-esteem issues.
By the way, you're lucky he doesn't just naturally EXPECT you to do these things. A lot of men do!

it sounds like he has some self esteem issues and the best thing you can do is talk to him about it, when he says he's not deserving point out all the reasons you feel he is deserving and just know that he's most likely gone through some tough stuff and probably more that a little abuse so be patient and work with him about it he will defiantly appreciate it

possibly he's not...... is he guilty about something?
maybe he uses this approach to get you to continue with it (the 'im not worthy' thing).
or, he just really appreciates it, feels you shouldn't do it all, but likes you to all the same.

Tell him to quit whining about it, if you felt the same way you wouldn't get him anything or do anything for him.
