Because it's the tradition in almost all cultures for the man to approach the female.
You can't fight city hall.
All a female has to do to get a guy is be where the guys are and be approachable.
Any guy no matter how rich or good looking has to have some game. Like it or not, that is the way of the world.
My best advice for a shy guy is to get over the fear of rejection. The best way to do that is to go be rejected on purpose. Make a goal to be turned down by 10 women this week, then go ask out all the girls you just know you stand no chance with. You might be surprised.

This is just my personal opinion, I am shy and find shy men very attractive. I will often approach a shy guy because I know how it feels to be shy. I could never approach an outgoing guy. Most of the guys I have liked or dated have been shy and they usually turn out to be the good guys. Shyness isnt a bad quality to have unless you are painfully shy. And why is tolerated less? because most girls dont want to do any of the work and with a shy guy they often do

Shyness in females is seen as a sweet, femenine treat. Men are supposed to be the more aggressive, dominant partners. In males, shyness is viewed as un-masculine and women are looking for strong, confident men.
But it is possible to overcome shyness. Get out there and practice speaking to random people.

Women have always had a tendency to be shy. It started a long time ago and has continued through history i mean think about it back in the old days the men controlled everything and the women stayed home and cooked and cleaned. Plus women are more sensitive than guys just like we are more emotional. It's just how the society has made us to be.

Men are supposed to be the agressors, the ones who take the initiative. Women might see shyness as a weakness in males because of this.

Well, if you see a shy woman you think she's a virgin not a whore... which is what most guys want (i think) but shy men doesn't even know how to have a normal conversation... (some) let alone sex...
I had a very shy bf. the first time we were planning to sleep together he came in his pants... (Not very atractive)
And when woman are shy they normally blushes (which does appeal to some guys)
