No, this is not normal. My Mom has a Pom named Lady Bear and she did the same thing. It turned out she has an enlarged heart and that's what was causing the constant panting, sneezing and Bear would be out of breath very easily. The condition is now pretty much controlled with medication, but Lady Bear does start the panting if she runs around too much. Please have the pup checked out by your vet.

you need to tell us how olds it is ? is hot where you live? has she ran a long way?
