In an ideal world everyone should respect and follow both. Actually laws are made for benefit of all and it's a known fact that it makes life better as a whole if people adhere to the laws. For example in most western countries the day to day life is simplified because people usually follow certain laws while in India that is not the case, which leads to many uncertainties.
Anyone with average common sense can understand that there is a universal government for this creation just like we have governments for different countries. For example in this creation everything is so systematic without any efforts. As God created the creation he also created some rules for the inhabitants. A wise person should enquire about these rules and follow them to get benefited; otherwise it will again lead to problem later on. Religious rules are must to be followed because there is no escape from the results. If you do something wrong you have to suffer the punishment but if you behave well you are rewarded. On the other hand one can easily escape the normal traffic laws provided the system in which you are is corrupt or no one see you while committing that offence. But God's creation is not like that each of us is being watched for all of our actions so it's better to follow God's rules. And this is why "WISE" people are hesitant in breaking the laws of God.

I think both laws of society and religious laws can be broken.
Let us first come to the very basic question that in the first place why does any society have laws? In my view, any society or nation has a set of laws safeguard the rights of each individual and to enable people to live in peace and harmony and then it has an apparatus in place (such as the police and the judiciary) to act as a deterrent to breaking of the laws. Here police and judiciary again is made up of humans who are as open to temptation as the other humans and therefore the apparatus to enforce law is as strong as the morality or the ethical sense of the police or judiciary. Also knowledge of many laws which are broken is known only to the law breaker and not to the outside world and there is no one to act as a deterrent in this case except the conscience of the law breaker. Therefore laws laid down by society can be easily broken where the moral fiber of its citizens has weakened.
When we come to religious laws- I think you are talking about the religious laws such as the Ten Commandments (which again have been spelt out to safeguard the rights of individuals and let everyone live in peace and harmony) But here the law enforcer is a person's own conscience. And here since a person is answerable to himself and no one else - an ethical and moral person (i.e. someone who has his heart and head in the right place) will not do what he feel is wrong. Each individual has his own code of conduct - what may be right for you may not be right for me - but I think no religious law allows harm to others - and someone who is deeply spiritual will never break religious laws - but someone whose conscience has gone to sleep - for him no religious laws exist and so for him there is no question of breaking a non existent thing. But there are cases where the conscience keeps pricking a person but the temptation is stronger and so a person ends up doing the wrong thing - thus breaking the religious law.

This is only beacuse people are still orthodox.The are still super-sticious.This is India man here people do not know the meaning of "LAW".Criminals are roaming freely.People are not scared of commiting crime!It will take a century or even more for the people to understand that when law is not broken then only our country will advance.

State laws are legislated/enacted by human beings. They are imposed upon citizens. Govt./Police can prosecute violator offenders if known. If unseen they will escape. To punish them, courts necessarily require proof by evidence, which usually may not be available and the offenders get acquittal. Violator Offenders win over the prosecuting agency through different means usually by paying bribes and get rid of prosecution. Hence they are bold enough to violate State laws.
Whereas people voluntarily believe a religion. They following its laws with own will, consent and faith. They firmly accept the commands of unseen creator that all their acts are being recorded and will be rewarded or punished. Hence religious believers are afraid of religious laws, even in dark or while not in view of others.

Laws are always made to be broken by another. Generally law makers are the law breakers. Even today people have faith in their religious laws. People think twice to go against the regilious laws, but not against other laws. People do not hesitate to pay bribe to people to get things done. But same people do not even think of paying bribe to religion.

of human beings. The laws of spirituality are eternal.

You mean religious laws like the Bible's injunction against wearing two types of fibre in your clothing? That makes any polyester/cotton mix deeply unbiblical. But pretty easy as a law to break.
