how do you address a 16 yr old male , Master or Mr?

To be pedantic, you should use Master until he becomes 18. However you could overcome the problem by using esq. which is short for esquire.
So you could write Master Jack Jones, or Jack Jones esq.

Mr. 16 is too old for Master. Personally I became Mr at the age of 13.

definitely master u ain't a Mr till u are 18 in this country
