Excuse my ignorance in this subject.

In 2.7 of the Cow, I interpret this to mean that Allah has closed off the minds of people so that they will never be able to understand him. Am I correct? If so, is this before the read the Koran or after?

I am also curious if this is a one shot deal. If one were to read the Koran, and not believe it does it mean that they will never believe it?

That chapter starts out with "guidance" and how some people don't follow the Truth and others do.
Then 2:6 basically means that there's no compulsion in religion; you cannot force people to listen to you, to follow you, to cherish your beliefs; but you can merely tell them what's wrong/right according to God, you know? It says, "As to those who reject Faith, it is the same to them whether thou warn them or do not warn them; they will not believe" (2:6). So it's only those who reject faith.
2:7 doesn't necessarily mean that God won't guide you if you WANT to be guided; He knows your intentions, so when you're interested in knowing Him and His Word, He ALWAYS helps you-- I mean, ALWAYS. :)
God doesn't just seal your heart or blind your eyes; that simply means that these people are sooo stubborn, soooo blinded--based on their actions, intentions-- that no matter what a right-minded person tells them, they'll just reject and ignore the Truth of God. And I think "Abdul" said that that referred to Pharoah's people. So, perhaps, yes.
As for your last question, if one were to read the Quran and not believe it, it does not necessarily mean that they will never believe it. It totally depends on the person, his views/thoughts, his closeness to God, and his desire to find inner peace, happiness, spirituality, and God. I know many people who hated the Quran for a LONG time but are now Muslims, so yes, it's more than possible that they'll believe it some day.

It means that some people are so set in their ways that they refuse to change even after gaining enlightenment. God is all-forgiving, most merciful so I'm sure you have more than one chance to understand the message, never fear!

well its simple
if u beleive its gods word
beleive it or leave it........no compulsion

god is refring to the pharoh in that verse because one moses took the children of israel and pharoh followed them ..........
its not being referd to the present disbeleivers

people who blasphem god and his massengers
are not of one father
