Early italians:

Pissa is late Vulgar Latin (9th century) flat bread, and apparently came to mean a flat bread with a cheese topping by the 14th century in some Italian dialects.[1] Pizzo, which means "point" in Italian, may have been an influence.[2] Many languages around the Mediterranean have similar words meaning flat bread or unleavened bread, see pita.

Steven Z is right. the Italians invented it.

The pizza margherita was the first one. the pizza just has tomatos and cheese on it. It's called margherita to honor the kings wife (her name was margherita)
so the invention was a gift to the kings wife

Italians always claim it but the truth is no one knows. A lot of people say Greeks did, and they are probably right. But just about every culture had some sort of flatbread and pizza is pretty much just flatbread with a topping.
