Lets' say I buy a travel insurance. It is stated rental vehicle excess of $500. What happens when the repair cost in an accident is $2000?

Ask the insurer. It could mean anything ifyou have an accident. Get the facts up front from the insurance company just to be sure.

You will have to pay the excess of $500, the insurance company will pay the remaining $1500

You pay $500, they pay $1500. The excess is effectively the deductible.
