The comedian, Dick Emery, had this line as a catch phrase in one of his sketches. I seem to remember the gag had something to do with farting in front of the vicar.

It originated in the humour of attempting to distract from a fart. Others are correct.
Otherwise, is is good form to offer more tea as a matter of having nice manners.
Vicars often have women fancy them, but blowing kisses to the vicar from other than one's mouth is usually frowned upon in one's home.
Save those for Sundays in church during prayers.

Its a rubbish cover up for something embarassing thats happened.
For example if you trumped while having tea with a vicar, you would say;
'More tea vicar?'
as a distraction to what happened.

Last time I spent time with a vicar my husband and I were about to be married by him. We went to see him at his house in the evening and he gave us a glass of wine. First, my husband got drunk and spilt red wine on the vicars cream carpet. Then I suddenly developed teretts syndrome and couldn't stop swearing -

me - oh god - oh no not oh god - oh s.h.it -oops f*. uk - oh christ - s.h.it no
and on it went.
