take in less calories..check your food sources..are you eating snicker bars or lean meat and vegetables?
is your pulse rate high enough to burn calories?
all exercises are good but some are better then others
the only best exercise is the exercise that you will actually do

There's no need to do 60min if its high impact exercise. Swimming, aerobics and exercise that gets your heart pumping and actually makes you catch your breath works. Work out 30mins, Eat less carbs but not none at all, choose lean meat, vegetables (LOTS to keep you full), fruits, tofu. Keep off sugar and hold the cream. Eat smaller portions. A little goes a long way. I lost like 5kg the first month on my diet, but became harder to lose weight after that. Your body goes on autopilot & starts hoarding up preparing for a "famine" so you don't lose little weight. Don't be discouraged. Step up the exercise then and adjust your diet a little more. With persistence I lost 23kg in 2 years. Naturally. Small actions matter. Take the stairs. Window shop. Skip high fat desserts (but allow small portions once in a while to keep of the cravings.) Try substituting your favourite foods for ones with less calories. Like just diet coke, rather than regular coke. Or if you mum buys lots of junkfood like muesli bars, chips and crackers(assuming you still live at home!) get her to buy nice strawberries, watermelon and pears. Their a bit more expensive, but they taste great and are filling from the water content. My mum only gets like apples and banana's which I hate, but I'm gonna start doing that myself. If your going to replace some of your bad foods, you have to find things you want to eat. Also if your stomach is like an black hole like mine, try having low fat yoghurt, with a little bit of cereal(maybe rice bubbles or cornflakes) and a whole lot of fruit stacked on top. Its filling, and satisfying lol. Also if you take a break half way through dinner for like ten minutes and have a glass of water during that time you will probably feel fuller than you normally would. Drinking eight glasses or more if your exercising makes a big difference to your weightloss and how toned you look. I can actually see the outlines of abs on my stomach when I've been drinking enough in the last week, and I have more spring in my step. Make sure you have a big breakfast with like whole grain toast, that yoghort thing I suggested and two pieces of fruit on the side, or maybe just porridge- dont put sugar on top though! Maybe just cinnamon or something. Always have the healthier option, like brown rice instead of white rice. When you eat out, go without the chips, unless its just an occassional treat, go halves with someone on dessert, and get the kids sized meal. I know if you live in America the portions are alot bigger than they should be, so don't eat most of it. Eat slowly and only at the table, so that you are fully concentrated on what is going into your mouth. You will feel yourself getting fuller. Also, make sure most of your plate at main meals contains mostly vegetables or fruit. You don't actually need much meat. Lastly, make sure you don't eat after six or seven o'clock at night. I like to go for a walk after dinner sometimes, and before school in the mornings. Keeping a food diary for a few weeks is a really good idea, just to see what areas you need to improve on. Its tedious, but very important that you do that. The 5% of people that do succeed, write down everything that goes into their mouth. "If you bite it, write it!" or remember this when you reach for a chocolate biscuit "A moment on the lips, straight to the hips!"

Exercise doens't work alone. Diet is an important factor as well. 100 sit-ups is pointless if you eat a box of Oreo's afterwards.
Also, muscle tissue is heavier than fat tissue.
