What software do I need to make an old photo into 3D, making a person "stand out" from the background scene?

Can I do this with Sony Vegas Movie Studio?

You could do this with image editing software. Adobe Photoshop is my favourite but its about £500! Theres a cut down home version called 'Elements', you can get it from Amazon for about £80.
You need to learn how to use it to get the best from it though, so use the Help manual and tutorials. You would open the pic, draw round the person and transfer them to a new layer, then alter the background layer. Perhaps apply a gaussian blur from the Filters, and lower the saturation.
If you've seen the effect you have in mind, study it and try a few things to figure out how they achieved the effect.

If you don't want to spend a lot of money you could try The Gimp. Its as good as Photoshop and free, but a bit harder to learn so I suggest you get a manual from Amazon Marketplace, second hand they're about £4.
