Languages are never "improved" and they never "deteriorate", they just continually change over time. Something is simplified and something else is made more complicated. It is a process that has been going on continuously for about 100,000 years.

Your language skills can be improved by using it. Find a friend, who can speak the language you would like to learn, and speak in the interested language. You can also watch shows or movies and listen to music. Or if it is possible, go to the country that speaks the language you want to learn. As long as you don't rely on people, who speak your language to talk on your behalf, you should be able to improve on learning the language.

Through literacy and communication?
Young children as infants begin speaking through different (proven) crying sounds.
Then they babble for almost a year, then their first word which is usually a common item in their environment.
"Em" was my first word, followed by "Emmy", short for my sister's name, Emily.
Then there are other simple words: mama, dada...

These first words are used for a while, usually pointing at objects and asking what the object is, using their sound or word for asking what?
Which goes on until they are around 2years old, and they string words together, starting with only 2-3 words, such as "Mama Go" to go somewhere, or "Dada up" to be held, picked up.
3 words, such as "Mama No Shoe" to take off shoes.

Around 2.5 to 3years old, they use more numbers, adjectives, nouns, verb conjugations(not always correct), and connecting words (and, or, then, 'cause, not).
"I drud a boo fush." or "Jovush" or "I want Govush crackers"
"I drawed a blue fish" or "Joseph" or "I want Goldfish crackers"

Age 5 is usually the turning point through when correctness in grammar and pronunciation is greatly improved.

Reading a book "The Infinite Gift" where the author Yang, implies his belief in never shaming a child's grammar mistakes, since their mistakes are most likely correct (i.e. word order) in another world language.

you can improve it by
-living in the country where it's spoken
-having friends who speak the language fluently (and who are patient and explain words you don't understand)
-a boyfriend from the country where the language is spoken
-practicing it at home with your family (but only if they know it)
-reading books in that language
-watching tv/films in that language

By constantly speaking and writing them. Trying to sing and compose your own essays or literary work in that language. For eg: when i tried learning tamil i used to sing some songs like "Vennela Ve" etc and i used to speak in tamil with all my tamil friends and they used to correct me if i was wrong.
