Another way to say it is "but for" . It means something can happens if only something else does happen or could have happened if only something had of happened.

Usually "If Only" is making a comment about possibilities that have slipped away. For example, "If only I had remembered to turn off the stove, then my house would not have burned down." Often it is used to express regret about failed opportunities or something that could have been different IF ONLY something else had happened.

It means 'I wish' this or that had happened....or hadn't happened.

eg. your friend might say to you 'do you wish you had won the lottery yesterday?'

You could reply....'If only'. ...... If only I had won the lottery yesterday.....
