Tarot was an extension of playing card deck and appeared about 40 years later.

Apparently the playing cards came to Europe from islam, perhaps Muslim Spain, around the 14th century, some 50 years before Tarot. The original suits of the Islamic card deck contained cups, swords, coins and staves or polo sticks (which the tarot still contains). The Tarot introduced a set of trumps, queen and the fool. The Tarot preserves the original deck whilst it was the French some time around 1480 that introduced the deck with the now familiar Hearts, Spades, Diamonds and clubs, however they did maintain the fool or joker.

They are the same but different. The Tarot predates playing cards, but they have entertaining value which transformed them into the 'playing' deck.
