No reason why not. Chamomile is a natural anti-inflammatory and making an infusion (tea) of the flowers has been known to stimulate melatonin production in the brain, making people relax. Alternately, you can buy some chamomile essential oil and place a drop on her pillow before she goes to sleep--smelling the aroma will also have a melatonin-producing effect.

RE:
Can kids drink chamomile tea?
My 2 year old wakes up every night and is very hard to console and put back to sleep. If there are any suggestions that would be great! But back to my question, my mother in law told me that I could give her chamomile tea is this true?

I gave it to all my children from the time they were a year old. Make sure it's not too warm or strong and give her a bit before bedtime to sooth her. My oldest is now 10 and she still loves to have some tea before bedtime!
As far as waking in the night, I would try to figure out why she's waking up. Is she having nightmares or night terrors? Is she too hot or too cold or thirsty? Many of those problems have a simple solution like changing what type of pajamas or blankets she's using. You could put a sippy cup of water next to her bed so she can take a sip when she gets thirsty without waking you. If she doesn't like the dark, put a small nightlight in her room or leave the hall light on. You could also try playing some soothing music at bedtime every night and turning it back on if she wakes up.
If she's just trying to get up and play, however, you need to be a little bit firmer with her. Simply get up, give her a hug and put her back in her bed. Don't talk or drag it out. Just keep repeating this process. It's a pain in the neck at first, but eventually they realize that it's no fun since Mom won't play or rock them back to sleep. Good luck!

Drink herbal tea. It doesn't have caffeine. So, you'd basically be drinking herbs and hot water. She uses herbs when she cooks, right? This is the same thing. However, I don't think it's the tea that's the problem. It sounds like she's having a problem letting go. If you start drinking tea or coffee, that means you're growing up. You're not sitting at the kiddie table anymore. Now, she's envisioning you at the grown up table drinking tea or coffee with your cake. If you continue to want junk food and soda, you're still her baby. Talk to her about it. Also, you may want to show her your responses to this question. It may help her realize that this "no tea" rule is really just her form of denial.

Chamomile is safe for children, unless they have an allergy to it, which isn't common.

Make sure it's German Chamomile. It's called matricaria chamomilla. Roman Chamomile (Chamaemelum nobile) doesn't work according to this source.
