Concentrate means that they take the orange juice from oranges, and then concentrate it (by removing water). Then when they put it in a package for you, they add water again.
Not from concentrate means that you are getting the stuff that originally came from oranges, and didn't go through the concentration process.

Orange juice is of course mostly water, and shipping large quantities of water is expensive. So orange juice is often concentrated by vacuum distillation, and can either be packaged and sold that way as frozen orange juice, or shipped closer to market, mixed with water, and sold as re-constituted orange juice (which you will find in the dairy case at the grocery).

Concentrated juice has to be diluted by adding water before you drink the juice.
Not concentrated means no water has been removed and you can just drink it from the container.
