Trap them. Talk to them like your talking to a friend until they hang up and have nothing to say. Or answer and say " This is 911, what is your emergency?" .... What I did once was have a friend leave a recording on my answering machine that said " This is (town) police department. Please wait while we transfer you to an officer ( silence for about 30 seconds" They hang up before the machine beeps. It's hilarious. Oh! my friend was having the same problem, and was determined to see who it was, so she picked up the phone and said nothing and the people started talking in the backround! She found out who it was and they kept saying a bunch of stuff that eventually she used to get revenge on them!

Report this to your local phone company. They will monitor your calls with a device that traps all calls made to your number. It won't take long and is punishable by death (just kiddin). It's offensive to you and they will definitely take care of the problem.
Also the info is in the front of the phonebook explains this.

Report it to your phone company, you can also dial *69 to call them back to find out who it is or you can have your number changed for free by the phone company if you report it.

if you already have caller id, and can find out the number that is calling you, you can have it blocked so that they can't call, unfortunately, for some dumb reason, you have to pay to have the number blocked
