Tea ( black tea) and coffee officially do not fall under your daily intake of water as they contain caffeine. And caffeine withdraws water from your body. Green tea (black tea is basically burnt green trea) also has caffeine, by the way!

Herbal tea on the other hand, is fine. Als be care ful with drinks that contain a lot of sodium ( for instance ice cream based), as sodium also withdraws water from your body. Alcohol does the same.
The best thing is to, before breakfast, to drink 2 glasses of water. Repeat the same before lunch and dinner. Advantage: For those who want to lose weight - water fills you up, with result you eat less.
The rest - 2 glasses - you get from other liquids such as milk, juice and herbal teas.

No it they don't. The average daily intake of water for an adult human being is 2 litres, 8 pints PLUS tea, coffee etc.

Yes, the latest thinking about this is that drink when you are thirsty and you need not drink water, but can drink tea, coffee, fruit juice etc., but most of them contain calories, so you need to account for that in your daily count.

Decaffeinated tea such as green or red tea, as long as it is below 15 calories can be counted as water. I drink decaffeinated black tea without sugar doctor said it was fine and can be used as part of my 64 oz, but I add a few more ounces anyway just to cover my basis.

tea does however it doesn't have the same effect on your body as plain water, so better off drinking your water!
