NY liquor laws are among the strictest in the country. (And since it costs $15,000 a year to have a liquor license, you understand why.) Therefore, bars are not allowed to hire anyone under 21 years old. Restaurants can hire those under 21, but they're not permitted to handle drinks. (Wait staff under 21 are required to have another staffer over age 21 deliver their drink orders to their tables.)
