Tiles are generally glazed -- baked in a very hot oven -- so I think it would be *very* difficult to paint them and have it last. You might try using clings -- I know they won't last long, but at least they'd be easy to remove.

Yes this is possible. People that specialize in bathtub reglazing do this all the time. Takes special materials and equipment to do. Not recommended as a diy project. The actual paint (coating) is an epoxy. Harmful fumes.
