Sound like you really like this girl...
That sounds like a really good (and sweet) idea for valentines day. Try to strike up a conversation before you give it to her, and then while you're talking tell her you wanted to give this to her and hand her the card.

Good Luck to You!

um.... maybe u could give her a poem??? since u've never even talked, its really hard to think of sumthing that wont scare her. give her sumthing home made, and then maybe some candy or a teddy bear. the card doesnt have to b all "omg i luv u" it can just say happy v-day, and then give her a bag of candy. then, u can go up and talk to her and say, "o ya, hi happy v-day! u want to hang out sumtime??? get to know each other more???" or idk what guys would say, but make the v-day gift/present/card thing an opportunity to talk with her.

Depends how good you are at making cards. If you hand her a load of rubbish she will think you are some kind of retard. On the other hand, if its too neat and pretty she will probably think that you are gay. Just give her a dildo - its the gift that keeps on giving.
