Experience and reputation. If they can't or won't provide verifiable references, don't hire them.
Get more than one bid, be afraid if they don't agree on what needs to be done.
Apply the same logic to anyone you hire to work in your home.

*make sure they're telling the truth on what needs to be fixed (i would reccomend getting several different quotes)

i just want to make sure he will rip me off and waste as much time as possible and also that his personal hygiene sucks really bad.
