Photo Manipulation?

I am looking to find what the best photo manipulation software there is that you know of. Price is no problem, i just really want the best there is. I know there was already a question on what the best photo editing software but that isnt what i am looking for. Thanks

Photoshop is the way to go, but is very pricey. If you are on a budget, I would suggest GIMP which works nearly as well and even has a Photoshop layout mod for it so it mimics the toolset and menus of Photoshop.

Adobe Photoshop is the best there is. Very user friendly and upgradable with various plug-ins available.
