No, not all new cars have them. Some have sensors or video cameras available as a factory option (standard on some higher-end models) or as aftermarket equipment.

The thing that all new cars (and old ones as well) have that enable them to back up while driving is called a reverse gear. It's certainly not part of the license plate holder.

I think they're just sensors that can tell you if anything is behind you (like a child) when you back up. I don't know if they're in the license plate holders, or elsewhere on the car, though.

If I see the front i imagine it really is someone from the following (Michigan) with a California plate in the front for adornment (very hardship-loose for some reason) on account that we do not have the front plates. no matter if that is a sound California automobile i imagine wow what a lengthy force

ummm. well i have a neon (2000) and i sure can back up. as well as the other cars i have owned. what the heck are you talking about?
