A symbol can represent God, for e.g. to someone who doesn not know English the word "God" could be taken as a symbol that means God in whatever language.
The other question you ask is more complex. One worships God. If you worship the symbol then you've stopped worshipping God, you've instead transferred your alligience to the symbol. One could respect the symbol, yes, but worshipping it would be pointless.

In my PERSONAL opinion I believe that there can be no symbol or statue that can represent God in ANY way, especially in worship. This includes the cross! God is also not MAN, so that common picture we see Jesus Christ as a blonde, white man is not God. Get that right people! You are worshipping a white man and you don't even know it! We need to understand that God is beyond our comprehension, therefore nothing can symbolize Him.

Yes a symbol can represent GOD simply because GOD is omnipresent. He is present every where , right from a spec of dust on the ground to a star in any GALAXY

for me religious symbols are not something to be worshiped, they are something to remind us of our faith. I wear a cross around my neck everyday and have worn this same one for the last 11 years. It was snapped from my neck in a car accident and fell to the road (I didn't know it) but was returned to me at the hospital. Then last year I lost it and did not know where it was for a good 3 to 6 months, then one day I happened to glance down in my car seat to where the seat belt receiver is and there it was.
I do not worship this cross around my neck though it is a daily reminder of my faith. I am an ex-Catholic and feel that way too much emphasis is but on symbols and false "idols."
