If a military member does not use his/her GI Bill benefits, can his/her spouse or children use it?

in 99.9% of the caases, no.

Only certain ARMY MOSs currently qualify, and the Servicemember must be an E6 and re enlist for 4 years.

The US Army had a program where spouses could use the GI BILL. They had so few takers, they stopped the program as it was not worth the time and effort spent.

No. You have not earned it they did. You would only qualify for benefits if your spouse was a disabled vet or killed.
