It does not exist so far. It has not been passed by the House & Senate. Basically there are 3 up for vote. Nancy Polusi & the House want to chastize the President & declare the military incompetent & cutting funding. The Senate has 2 of which either could pass. One is to guarantee no cuts in military funding but express the disapproval to increase the number of military in Iraq. The other guarantees military funding & express approval of the President's job in Iraq.
My guess would be no cuts in military funding & concern over increase in troops.
