I think you probably do. Are you talking about a border around a page or cells in a table?

Borders around a page:
Open a new Word document
cl File, Page Setup
Margins - make all 1"
now, cl Format, Borders and Shading
cl Page Border
cl the second icon, the box
select a border - either a line or art
---click on the down arrow near the bottom, below "art"

now click Options
cl "measure from" text
-- you can leave the "from text" margins
-- but clear the boxes to surround header/footer
cl o.k.
you should be finished

For borders around cells in a table:
cl View, Toolbars, Tables and Borders
choose a line style
select cells and set borders with buttons on the Tables toolbar.
