OpenOffice will let you save and convert to PDF for free... never tried to open up a PDF in OpenOffice and attempt to make edits to it... but OpenOffice is a good start.

You can save any downloaded PDF file with File, Save as -- give it a name. It will save a copy for you but it will remain in PDF format unless you have a converter.

To edit a PDF file, you would have to convert it to Word with the PDF Converter. If you have a scanner, you can scan a printed PDF file by scanning with OCR (optical character recognition) on your scanner. It will scan into a Word document.

If you have office 2007 with pdf plugin installed you can save your work to pdf. The plugin is absolutely free. download from
