Their are two ways of describing the amount of alcohol in a Fluid,
by Weight and by Volume. The difference in Weight between water and alcohol. accounts for the change.
The US and Canada use different measures
When the Molson Brewing company first tried to import Brador Malt liquer into Vermont, they were stopped because it appeared to have to much alcohol to register as a beer. But once it was determined that Molson was figuring by volume and not weight, new calculations were done and Brador was allowed in.

yes because it is a law on the percentage of alcohol in the U.S. or even in your state. we need to be 21 to purchase beer like 7% yet in texas or colorado you can purchase beer at age 18 but it is 3.2 %. unless their law has changed in the last 10 years. i'm not sure they will sell a canadian beer to an 18 year old. now if you homebrew that is a different story. and it is legal.

because our laws are different. American beer on the average is 7 to 8 percent alcohol. Over twelve and its not considered beer anymore. Wine on the other hand can be above the 12 percent mark. All prepared spirits are thus classified and must conform to these laws. Liqueurs, brandys, cognac, all are different and are established by the country they are sold in.

Because in America money is everything. We water down everything so people have to buy more of it to get the same affect. Companies know that if they use less alcohol in the beer. Beer drinkers will have to consume more of it to get a buzz.
