I have 2 chihuahuas and they do the same thing. I can't really offer any advice about the barking situation, however it would be much safer and way more comfortable for her if you walk her with a harness. For one, there is no way she can slip out of it and also, if she pulls on the leash she won't choke herself. Bring her into the pet store and have them fit her. They are not much more than collars and you can get them in some pretty cool designs too. Also, it helps if you keep the leash wrapped tightly around your wrist so u don't accidentally lose hold of it when she has an "episode".

Toy chihuahua are small so their activities are walking.
Though their natural tendencies are to run, and chew. The
best idea could be to volunteer for some kennel membership.
A toy chihuahua can be matched with chores, duties, people
and pets to visit. The more activities the better is quite often
the good choice. Be very careful that you select safe action
and realize neighborhood dogs, are not the pick you will get
from studying your kennel options. Clubs for smaller dogs
can be helpful for prizes. http://www.worldkennels.com

Take your dog to see the vet, before your dog gets out of hand and attacks someone and/or their children. the vet may know what to do.
