They may seem better to you because you don't see them all the time. You can be sure that no matter what country you've got a fetish for there are women there who are less than desirable. Other countries sometimes get over-sexualized cliches (russian brides, asian women) of being subserviant and attractive or there's a lot of models that come from that particular country (Brazil, hello bikini's!) so the false generalization comes along that women from that country are visually superior to the everyday american woman.
If you are talking about education, then its possible the country of your choice has better education, but then the men of that country also have an adantage over american men, so your question would have to read "Why are foreign people better than american people" but you probably weren't interested in the level of education when you wrote that statement. In fact education seems to be lacking from your question entirely.

In waht way are they better? The accent? Self-esteem, what? American women are not bad. Foreign women aren't bad either-both can have jealousies, etc.
