Yes, there such a thing as a NO FEE passport. It is provided at Govt's expense for dependants going overseas with their soldiers.. You have to go to the passport office on your installation and get the paperwork, then there is a photo lab on post to get the pics done for free. You turn it all in and it can take anywhere from 4-6 weeks. Have fun in Germany, we loved it! Also, the NO FEE PASSPORTS ARE NOT burgandy, they are blue just like the regular ones.. The only difference is they are SOFA stamped on the inside..

No Fee Passports are not just for the military, they are issued to any US Government worker stationed Overseas outside the US (the 50 States, needed for those in Guam and other US Territories). It is only good for travel to and from the location on orders. If you are using it for pleasure travel outside of that you need to have a regular Tourist Passport. If you get a job with the government and go outside the US then you get one and if you have accompanied orders then your family members as well after they get command sponsorship. If you are just using it for your own travel then you need a regular Tourist Passport.

Go to the PSB (where they do the ID cards) office on post and ask them. It will take time to process, so fill out your paperwork as early as possible.
I actually came here just on my husband's orders with my ID card and THEN was told I was here illegally (even though the international airport security both stateside AND here let me in). I don't remember if or how much I paid for my passport (I think it was $65), but through the office here in Germany it seems like it took about 3 months to get my passport after I filed for it.

There is a no-fee passport. It's also called and Official passport and it has a burgandy cover. It's used for offical duty for military personnel going overseas for work. It requires you to have military ID and/or orders to travel.
When you husband does his PCS paperwork you should be listed as a dependent and your should arrive with his if they're giving him one. Typically it takes 6 weeks. I've seen it in as little as 4.
I would highly suggest you also get a regular (blue) passport for your own travel back to the states if you're without him.
You personnel section should provide you with the paperwork and contact you when the passport arrrives at the Dept of State (who issues them) won't send them directly to you.

right now expect it to take 8-10 weeks. With the new passport regulations that are going into effect at the end of the year, they are more backed up than usual.
Mine took 6 weeks Pre11 September 2001..

In my experience, any passport requires time for processing, especially the no-fee passport. You may want to start the process sooner rather than later and ensure that you have the proper documentation to obtain a passport.
Six weeks is average for a blue (regular) passport. No-fees are somewhat more variable.
