The second number is the number of letters in the first number when written as a word. Four's the magic number because the number of letters in "four" is also four.
Edit: To answer your other question: I'd seen similar riddles before, not exactly like this one, but it meant I knew what kind of thing to look for to figure out the correct answer.

Well, i found 2 possible choices:
Because 1+3= 4, and since 3 is 5, 5-1 is four! and also cuz one has 3 letters (O-N-E) and 3 has 5 letters (T-H-R-E-E), and 5 has four letters (F-I-V-E), but then it stops at 4 because 4 has four letters, so, yea. Either way it could go.
