How do I control my arm hair?

I have long and dark arm hair that is bothering me. My skin is tan so I can't bleach it, but then again I would rather not be hairless. Shaving is also out of the question because rubbing against a stubbly arm is highly unpleasant. Is there a way to have a normal amount of arm hair, or is it just all or nothing?

You could go for electrolysis and have them remove some of the hair.
