when you see him going, move the pad underneath him, don't get mad at him for trying. and if i were you don't bother with pads, just train hime to go outside it is faster

when he misses, take the pad and place it on the puddle. After is soaks it all up put the pad where you had it. This way he will be able to find the spot better when he's sniffing around :) Its worked for us with ours when he was going thru that. Good luck :)

When a pup starts sniffing around, it means he needs to go. Always have the pad in the same place. Bring him right on it.
He will learn to potty on that and not something else very quickly

With puppies...any effort ( even a slight miss ) needs to be praised.....they get more accurate as they get older ( just like my sons ! ) I had to skip the pee-pads with my pug/chihuahua; he learned how to go on them pretty quick ( with a few near misses ) but he learned to EAT the pee-pads even faster !
