Either make sure it's out of their access or repeatedly throw them off (gently!) and tap their behinds (VERY gently) and say NO sternly every time you see them there. It'll take you some time but eventually they'll learn. If all else fails, get cat repellent and spray it sparingly around the area. It's non toxic and it kinda smells like apples. Pet stores have it. Or wipe it everyday with orange peel extract (natural cleaner available in health stores) or orange peel. They HATE it.

Maybe if you put another light on top that is beaming right down on the lower light it would be to hot for them to lay there anymore. Kittens will be kittens. Get them a cat tower and put it by a lighted window, and they will lay there instead. Or build something up around the lighted area over your turtles. You could also move them to a room that they have no contact.
Hope this was a little help.

Well they are just being kittens. Who ever told you that they do not like foil. Not. They love foil. Roll it in a ball. You will see. The more than likely enjoy the light them selves. Maybe you should set something up for them so they stay away from it. Bend chicken wire over it so they can't lay on it. Good like they sound like cute little devils.

I don't think that laying under a UV light is real good for them. It's the heat that they are after. I'd put chicken wire over the lamp and top of the cage to prevent them from getting up there at all.

I have never heard of anyone training a cat not to do anything. If i had to guess i'd say to pick that cat up and place them somewhere else like a kitty bed of some sort maybe by the vent/heater ect.where they can still be warm. maybe if you do it enough everytime that is they'll get the point and come too enjoy their new nap time spot.

Chicken wire or netting will keep them out but you have to also associate the place with something negative. I found my cat hates both menthol and lemon scents so anywhere I don't want him to go, I wash down with the scent or if he is there in the spot, I let him get a whiff of the smell and he runs.

I think that your kittens just love the heat. Make them a kitty bed, wrap a towel around a heating pad and turn it on low.

You should put some old blankets out in a chair. Your kittens may be just looking for someplace warm to lay.

You can try putting the spray bottle in the refrigerator. I use a supersoaker on my dogs, a little cold water gets their attention much better than warm water!
Good Luck,
