If someone orders online and pays online and it is recv'd, isn't it considered paid for?

Yes it is. If the transaction was complete by both ends yes. Both ends I mean your bank or credit card and their bank accepting the payment.

a lot of times it takes a few days to process so no its not really paid for. The best way to avoid this is by paying online at least 2 or 3 days before the due date

It is not actually paid until the seller receives the funds from the credit card company.
