It does not take 4 male witnesses in Islam to prove rape. That is the law of a country, not a law of the Quran. (evidence is displayed below)
You have to understand that just because a person or country is Muslim, it does not mean that they are perfect representations of their faith.
Exhibit A:
"During the time of the Prophet (saw) punishment was inflicted on the rapist on the solitary evidence of the woman who was raped by him. Wa'il ibn Hujr reports of an incident when a woman was raped. Later, when some people came by, she identified and accused the man of raping her. They seized him and brought him to Allah's messenger, who said to the woman, "Go away, for Allâh has forgiven you," but of the man who had raped her, he said, "Stone him to death." (Tirmidhi and Abu Dawud)" - www.muslimaccess.com
Exhibit B:
Sûrah an Nâs 4.119
'O you who believe! You are forbidden to inherit women against their will...'
Exhibit C:
"During the time when Umar (raa) was the Khalifah, a woman accused his son Abu Shahmah of raping her; she brought the infant borne of this incident with her to the mosque and publicly spoke about what had happened. Umar (raa) asked his son who acknowledged committing the crime and was duly punished right there and then. There was no punishment given to the woman. (Rauf)" - www.muslimaccess.com

May Peace Mercy and Blessings of Allah(swt) be on all of you.
I dont knwo where did you get that brother but it certainly is nto from sharia law.
Under sharia law for the rape all you need is the statement of the woman who is raped and if available ,any other evidence that may help)like medical evidence etc.if there is any witness present well and good .but to prosecute all you need is the statement of the woman who is raped THATS IT.
A s adultery and fornocation is not allowed in Islam. For fornication and adultery you need four witnesses to prove adultery or fornication in the court against men and women.of course if men and women are having concentual sex outside marriage(as in case of fornication and adultery) they will obviously not give evidence against each other therefore 4 witnesses are required .
I guess you have confused rape with fornication and adultery.
May Peace Mercy and Blessings of Allah(swt) be on all of you

this law is not applied to rape crime. the woman is the victime and the one who raped the girl is criminal:
[33] ...And force not your maids to prostitution, if they desire chastity, in order that you may make a gain in the (perishable) goods of this worldly life. But if anyone compels them (to prostitution), then after such compulsion, Allâh is Oft-Forgiving, Most Merciful (to those women, i.e. He will forgive them because they have been forced to do this evil action unwillingly).
