Although is not ranked in the 2000 census, I have seen a lot of growth in San Diego. There is a lot of building in San Diego. Not just new homes but, since the homes prices have risen, people that have a lot more equity in their older homes want to begin remodeling/adding to their homes.

Interior designers are in big demand anywhere there is money. Big cities and their surrounding suburbs are good choices. New York, Washington DC, Fairfield and Litchfield Counties in Connecticut. As for residential planners, anywhere that a lot of building is going on would be logical - sorry, I don't know where that would be but checking US Census reports would be helpful in that area. These reports will tell you where the most growth is happening. I'm pretty sure it's generally in the southern states right now.

I would think definitely Washington, DC. Every 2 years, you get a hige influx of new senators and congressment (not to mention state level politicians and all their lawyers), and they will HAVE to entertain, and they will definitely have their own tastes, and will want to buy a house and change it completely!
